I don't know about what steps would be necessary to create a VM of the MSE
on your own, but I do know that a VM of the MSE has been created within
Cisco.  It is used primarily for demonstrating Cisco's CleanAir solution
with a minimum of hardware to lug around.  Perhaps if you have a contact
within Cisco they'd authorize you to obtain a copy of the MSE VM image.
