It is always a good idea to ask the proctor if you have ANY questions. When you ask, come with other information that shows that you are actually thinking (such as the thought that the clients wouldn't be able to connect). Also, remember that these exercises are short, specific examples. In the full length exam, it is very possible that somewhere else in the lab would be a requirement for DHCP clients.
I would say that one of the most difficult parts of the exam is trying not to overthink things, while providing everything that is required. As for allowing DHCP, there is not a specified requirement that the end devices use DHCP. So, while it would make sense in a "normal" implementation, it is actually not permitted in this case. The clients would obviously need to be hard-coded for their IPs.
