I've seen a AP reboot for a couple of reasons The vlan is not allowed in communication with the controller so it never joins The access point is country code format does not match the controller The access point has an SSC or MIC that is not allowed If you are doing an autonomous to LWAPP conversion and your time is really off sometimes it will invalidate the certificate that is created for the access point Your IOS conversion image is corrupted.
