Well,

if the task says:

"All VLANs on Cat2 must be tagged, including the native VLAN"

then moving the native to 999 would not solve the task as the native
is just moved to VLAN 999 and native are still untagged.

The only solution is indeed the: vlan dot1q tag native. But if you do
it on 1 switch you should do it on all (for the clean design).
