Thanks for that. I did some more digging and found something in the WCS
templates configuration
guide<http://www.cisco.com/en/US/docs/wireless/wcs/4.1/configuration/guide/wcstemp.html#wp1128101>.
It mentions:

"Check to enable AP neighbor authentication. With this feature enabled, the
access points sending RRM neighbor packets with different RF network names
are reported as rogues"

So another by product of this settings it to report AP's sending RRM
neighbor packets.
