There is a doc at
http://www.cisco.com/en/US/docs/wireless/access_point/channels/lwapp/referen
ce/guide/3500ipwr_chn.pdf which shows Tx power in various regulatory domains
in different setups (Non HT20, Non HT40, HT20, and HT40, all with various
antenna and beamforming scenarios.) It is not possible to say that a
specific power level corresponds to a specific mW. There are too many
factors that need to be taken into account.

You can also run the following command to find this information for each
access point: show controllers [d0|d1] | b Max Power. It can be a bit
confusing, but it's what the AP will use to translate that power level
setting into an actual transmit power level.

Subject: [OSL | CCIE_Wireless] 3502i in Channels and Maximum Power Settings
for Cisco Aironet Lightweight Access Point?

Has this been updated for 3500 series? Can't find URL or what power level 7
corresponds to in mW on 3502i in WLC 7.0.116.0.
