I saw similar issue. I am not 100% sure about the phrasing but it sounds 
familiar.
I did this TAC case where it was found that the database was corrupted and
same WLC with same IP just wouldn´t add with similar error. TAC gave me a 
special
"engineer special" WCS version that fixed this.

Hey folks,

Seems the group has been so silent for a while, let me ask a question, have you 
ever met a situation where WCS reports back " the Object Not Found" when you 
try to register a WLC? I have tried with combination of the different versions 
on both sides, caught that randomly with all the combination I have tried, not 
sure how you folks resolve it if you happen to see that as well, appreciate 
your inputs.

yes demo time to time. I normally go to the latest WCS rev and it almost always 
fixes the issue. What version is your WLC and what version of WCS have you 
tried. ?
