I saw similar issue. I am not 100% sure about the phrasing but it sounds familiar. I did this TAC case where it was found that the database was corrupted and same WLC with same IP just wouldn´t add with similar error. TAC gave me a special "engineer special" WCS version that fixed this.

I normally go to the latest WCS rev and it almost always fixes the issue. What version is your WLC and what version of WCS have you tried. ?
