Looks like that particular bug was first discovered in 7.2. So I don't think we're hitting that on our 7.0.116.0 controllers. I have gotten EAP to work, but only when using local authentication on the WLC.
I saw the same thing as you where the controller looks at the local MAC filter first before sending it out to ACS. I'm running ACS 5.2 (no patches) and WLC 7.0.116.0. I have not been able to find any documentation out there of configuring ACS 5.x for mesh authentications. It's starting to look like there's a good reason for that.
