You would need a WLSE to do RRM in the autonomous world.  Although that
product is end of life.

Honestly, I wouldn't use autonomous for a deployment large enough to
warrant the need for RRM.  You can always check out the virtual WLC or the
2504 for a low cost controller based solution.  Or even an old 2100 series
WLC if you didn't care about Cisco support (and didn't need to support
newer APs/features).
