The only thing that you could do on the WLC would be to write up an ACL the blocks traffic within the subnet and apply that to the WLAN or interface. Otherwise you'd have to implement a solution on the wired network to block the traffic between controllers. Private VLANs would work as Andreas noted. So would an ACL on the ports that connect to the WLCs. Or a VLAN based ACL.
I'm not sure about the performance impact of using ACLs on the 2500s. I know the 5500s are supposed to run them at line rate. But on older WLCs (like the 4400s), enabling ACLs would significantly lower throughput. So you may want to test the throughput before and after applying the ACL on the WLC if you'd like to use that method.
