I have been using the TFS and labeling for a while now, but the 1.32 and 1.4 editions of the plug in and they both have always worked. A few questions that may help though are you using the correct version of the plugin for the corresponding version of TFS? Does the user that CC.NET is running as not only have permissions on TFS to pull down the source (which it obviously has) but also to label the project? Check with your TFS Admin, this may be the problem.
