[ccnet-user] Dashboard exception for ViewServerReport.aspx

I am randomly getting the exception "Exception calling NVelocity for
template: ProjectGrid.vm Template path is C:\Program
Files\CruiseControl.NET\webdashboard\templates" when I try to load the
http://ccnetserver/ccnet/server/local/ViewServerReport.aspx.
If I refresh the page a few times it will eventually load without any
errors.  Has anyone seen this before?  What can I do to fix it? I'm
using version 1.4.0.3400.
