Hi Tom, 

Currently this is not possible - CC.Net picks up all changes from the source
control system, no matter when they occurred. Stopping the project merely
prevents CC.Net from checking, but as you noticed, when the project starts
again it will start the build.

That keeps it from building as long as it's stopped, but it builds as
soon as it's started again.  I'm looking for a way to have it
completely ignore changes made while it's disabled.
