[ccnet-user] Only gets an email on success build

Hi
  I have set the following notification type in email publisher.

    <modifierNotificationTypes>
          <NotificationType>Failed</NotificationType>
          <NotificationType>Fixed</NotificationType>
        </modifierNotificationTypes>

But I am getting email only when the build succeed. No notofication on
change or on failed builds.
