I think this is telling you that the project has not changed since it
was last built - so no action is required.
To force a build you need to specify the 'rebuild' target in the
configuration;
<msbuild>
<executable>C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\MSBuild.exe</
executable>
<workingDirectory>C:\Main</workingDirectory>
<projectFile>Main.sln</projectFile>
<targets>rebuild</targets>
<timeout>900</timeout>
</msbuild>
