Reconfiguring the service was > straightforward and all has been well since. I tried that and it helped with the VSS problems. The second problem was caused by the use of devenv. It turns out that its just easier to call msbuild with the solution file rather than resolve the underlying problem. Someone with Wiki access might want to document this issue. If someone grants me wiki access I will write a few words on this problem.
