I've done a search on this and have found some other posts raising
this issue, but I have not seen a solution to the problem--

We recently had an issue where builds were failing because one of our
developers entered in bullet characters into the comments of a repo
commit (we're using Sourcegear Vault).  From what I have seen from
other posts was that there was an issue between how Vault and CCNet
communicate (something like Vault doesn't return actual/valid XML to
CCNet).

I have asked our developers to not use any special characters (any
character outside the "normal' ASCII range of 32 - 126).  What I am
wondering is if there exists a better solution.  I would hope that
there is a way to control/constrain this either at the Vault server or
CCNet server.

What we are using (on Windows machines):
- CCNet version 1.4.3.4023
- SourceGear Vault (server and client) version 4.1.0.16216
