you forgot to specify the merge publisher :
http://confluence.public.thoughtworks.org/display/CCNET/File+Merge+Task
so your publisher section looks like this
<publishers>
<merge>
<file> --path to your xml file-- </file>
</merge>
<xmllogger logDir="C:\F\COBOL_COMP\" />
</publishers>
