First, the "artifacts\buildlogs" folder is not visible to the web, so
in order for the link to work you should have the "artifacts
\buildlogs" folder visible through the web server. So you should
define a virtual folder under your web server and make the folder
visible from there. From that point creating the full url should be
easy.
