Hello, CruiseControl.NET does simply call svn.exe on the commandline. And this error message is from svn.exe.
My suggestion is: Create a new user account for ccnet. Loggin and run ccnet.exe and/or svn.exe from commandline. If you got svn.exe working, then setup the service to run as this user.
