better is a handshake, playing with timers is asking for trouble.
The last publisher of A must create a file at a known location.
B will be forced, but the first task (in the prebuild section or so) is a
check
if the file exists. If it does not exist, do a sleep.

Do this in a while loop
after the while loop, delete the file so the system is clean again.
