I've had a look at this and it appears to be working.
There are two parts to adding a theme:
1) The files need to be copied to a local where the application can access
them
2) The configuration needs to be changed to point to the files
If the files are in the dashboard folder (e.g. C:\Program
Files\CruiseControl.NET\dashboard for the default install), then the
configuration can be a relative path. For example, if the template is stored
in C:\Program Files\CruiseControl.NET\dashboard\templates\noteWorthy, then
the configuration would be:
<customTemplates>templates\noteWorthy</customTemplates>
Note: this element has to be in the <plugins> element.

Thanks, but sadly this also doesn't work for me (1.5.6411.1).
I'm starting to think the custom templates feature is broken in 1.5.
I guess i'll file a bug report if i don't get any further ideas...
