This happens when the working copy was checked out using a different version of an SVN client to the one that CCNet is using. I've had this in the past when I checked out to the build server using TortoiseSVN but CCNet was using Collabnet client. I sorted this by deleting the working copy and then letting CCNet do the checkout.
