I believe there is a bug in the inMemoryCache. It seems like once someone authenticates and a "session" is created, every browser request (from any machine) uses that session and has the rights of the authenticated user. I'm only speaking about anonymous users - that do not login. If I do login as another user on another machine, then the dashboard behaves as expected.
Also, I increased my inMemoryCache timeout "duration" to 2 hours but it still seems to default to 10 minutes. After 10 minutes of idle- time, I cannot access secure projects although they are still listed on the dashboard. My only clue that my session expired is the "login" link now appears at the top instead of "logout". I switched from LDAPUser to SimpleUser and the behavior is the same. I believe the authentication piece is working fine. It's just an issue with anonymous users.
