I have installed CC.NET 1.5.7256.1 on a 64-bit Windows 7 machine.  It
appears that a build is being triggered before all modifications have
been checked in (using Borland Starteam).   The ccnet.config file is
configured to wait 10 minutes before triggering a build.  This is
specified as follows:

    <modificationDelaySeconds>600</modificationDelaySeconds>
    <triggers>
        <intervalTrigger />
    </triggers>

When the build is completed, the "Last Modified" time listed is in the
future.  It looks like the "Last Modified" time stamp of the check-in
has been interpreted as UTC instead of local time, hence the future
time stamp.  I think that it is this misinterpretation that is causing
cc.net to incorrectly start a build.

I use the exact same cc.net config file on a 32-bit Windows XP
machine, and it works without any problems.
