On the first point, you need to make sure that the IIS server process
has read/write access to your files.  The easiest way but least secure
is to modify the entire dashboard directory security to grant
inherited permissions.  Depending on your version of windows, this
could be ASPNET, NETWORK SERVICE or IIS_WPG.

On the second point, you may need to restart your website to load the
new configuration.  I have found that the Reload Dashboard or
restarting IIS worked for me when restarting the website didn't.
