After much investigation having restarted this project, I have found that a previous developer had actually updated the IIS server to point to a temporary (assume test) dashboard config file. So in fact the IIS server would not pick up any of the changes I was making to the dashboard.config file in the default folder.
Thought this may be useful to someone, even though it may be a bit obscure.
