IIS is running on the machine on which you're trying to install
CC.NET, and you're installing with a user account that has the
appropriate rights needed to create a new web site, correct?

I've installed 1.6 on two separate machines so far, one an upgrade,
and one from scratch, and in both instances the web site was properly
configured, albeit the upgrade was so because it was already correctly
set up.
