probably it's included via the the pre-processer
http://www.cruisecontrolnet.org/projects/ccnet/wiki/Configuration_Preprocessor

anyway the file name should be found in ccnet.config,
or in other files that are referenced in ccnet.config

easiest way is to check this :
° stop ccnet server (the service that is, not the PC)
° rename the file
° start ccnet server


if no errors are found, the file is not used (anymore)
