Pretty much - fresh install of CCNet 1.5 on the server, then copy over 
webdashboard.config

The 1.8.5 config you provided didn't fix 1.5. I took a shot with 1.8.5 and 
that worked right away, and appears to be communicating with my 1.5 
servers, at least to view status (I don't have force/stop/start/abort 
buttons, but I'm assuming that's just some more configuration I need to do).
