"lowest B factors and best electron density" may be interpreted
to mean "moving the least",  in which case you would not expect
much improvement from fitting a TLS model.  Another way to say
this is that if  the displacement amplitudes for a group of atoms
are all very small, then they do not provide much information to
use in fitting  a TLS model.
