That is a rather curious perspective.  The NIH  allocated on the order
of $250,000,000 to the first 5-year technology development phase 
of the Protein Structure Initiative (a.k.a "Structural Genomics") with
an explicit rationale that the conduct of protein crystallography was
so difficult as to constitute a bottleneck in the advance of structural
biology.
