The program only runs with the graphical interface; but it is not necessary to start it from ccp4i. Pop open a terminal window, use export or setenv to setup the appropriate environmental variable, and type xdlmapman. If this works, then depending on your preferences it might be worthwhile to figure out how to get this exported from the gui.
