That rationale doesn't make sense to me.

As soon as you change the meaning of existing columns, that will break
existing programs.  Adding new columns may or may not break existing
programs, depending on exactly what format they assume.
But adding new columns at the end of the line seems no more likely to
break things than co-opting previously unused columns within the line.

In fact record-oriented programs (e.g. old Fortran code) are more
likely to tolerate extra data beyond column 80, which the existing
format statements will ignore, than they will changing a previously
numeric field to contain a string.
