What's the video card in the other system? Are you using the same driver version on the other system if it is nvidia? Can you take the 4500 out of the system where it doesn't work and put it in the system that where the emitter does work and test it there?
if the 4500 works in the other system with the same driver/setup then there's something wrong with your motherboard or power supply on the system where it doesn't work.
