Good question. The calculation of the sigma level is local in this case, and not uniform across the whole map of the world. In Britain, size 44 corresponds to 9.5 sigma units, where as in the US it would be ca. 10 sigmas. Can be confusing, but the rumour has it that the Japanese use absolute values for this, which in this case is just under 29cm. Much more sensible, I think.
