Dear Huiying, the person who installed shelxc on your system must have compiled the source code him- or herself, but without the '-static' flag.
As George pointed out the binaries available from the shelx homepage are statically linked which cirumvents the problem you have. Ask the person responsible for the software to download and install the binaries provided by George Sheldrick, they should run on any Linux-System without issue (unless you have a really, really, really old Linux kernel, and even then I am not sure shelxc would NOT run).
