Isn't one of the tools/simulators that James Holton developed what you're
looking for? They're accessible to the public as far as I know (if that's what
you mean by 'open source').

Any pointers to open-source software for generating (for legitimate
purposes) simulated Fo data starting from Fc or pdb would be much
