Yup, that's a glass-encapsulated multi-layer ceramic cap, 0.1 uF value. It is definitely non-polarized. I did see these at one time, I think they were to make the ceramic caps more durable. They are basically the same as an SMT multilayer ceramic that would be used today, but in an axial lead format.
