Which country?  I know of 7 track tape (actually 7 tracks wide, rather than 8 
track 1-inch tape with channel 8 unused) from Electrologica in Holland, and the 
date would be a bit early but possible.  But the data  you gave doesn't look 
like anything meaningful.
