[cctalk] IBM 1410 FPGA Implementation Update

I have made some progress on my IBM 1410 FPGA implementation:
- Communication between the FPGA and PC Support Program is now over UDP 
instead of USB/Serial
- Tapes can now read/write reliably in non-overlapped mode
- Diagnostics can be loaded and run from tape
- Some tape issues still remain
