Thank you for kind explanation. It helps!
Maybe all these issues will be changeable during coming negotiation with
ICANN.
As we all know, in order to preserve DNS' stability, each ccTLD registry is
still need to perform the core duties whether or not it has contract with
ICANN.
There will be different level of duties(or obligations) for DNS' security
and stability, so we might need to group the duties into indispensible
duties and just contractual duties, etc. That is why I raised the below
issues.
