I do not think it is implemented and this is a major problem from the
user side perspective.
If ever solved such problems will be much easier to solve.
Because the main difficulty is not to support the locale in the sense
the menus, documentation etc
will be in another language, but the ability to deal with non-Latin
filenames, and writing text
in non Latin. Writing not from the side of the keyboard but the apps
(say vi in dtterm) should be able to
show non-Latin scripts.

Currently UTF-8 is supported but without scalable fonts the
possibilities it provides are very limited.
