Yes - it is allowed to link to your homepage (but if this is the main
aim of the template it will probably not a contest winner ;-)
As the template gives rather the structure than the content for a
document your link might not show up in the final document.
Any valuable contribution will be taken into account by the jury, so
don't hesitate: Send your template to http://documentation.openoffice.org
And if you didn't create it by now, no problem:
Deadline has been extended until October 31st!
