Hi Andrew,

Easiest way:
Open the SVG in Inkscape. 
In the dropdown on the layers toolbar, select: "OpenOffice.org 2.0" .
(Bottom of the Inkscape window with a lock icon and an Eye icon next to it)

Select "Rectangles" tool (Just below zoom tool in the tools toolbar) (or hit 
F4)

Click on the 0 in 2.0.  (A dotted outline will appear around the zero)
Hit delete

Click on the 2 in 2. Do  ctrl-c (Copy) then Paste

Select the "Select -  transform tool"  (or hit F1) 

Position the new "2" to give you 2.2

To add your label:

Go Layer>add layer  Give the layer a name

Select "Text" tool, (or hit F8) Select font and size (eg Bitsteam Vera Sans 
36) click where you want it and type it in.  Position as required with Select 
& Transform tool.

Select the square around the CD image (So the Wire Gulls part that is outside 
the disc image is not selected) 

Go File > Export Bitmap

Under "Export Area", Click the "Selection" tab.

Click Browse, Give it a name.png  

Export!

Presto you have PNG file
