Why do so many people have to join this list in order to ask about 
distribution? Surely there is some information missing on the site, or 
it is on the wrong place.

Wouldn't it be simpler to have a message at the top of the distribution 
page saying clearly in bold letters that anybody can distribute OOo 
because it's Open Source software. However, that they should follow the 
guidelines set out by the OOo community, which are X,Y,Z in a brief 
list. And that joining this list is recommended but not mandatory.

I've been on this list for several years, but I fail to see the 
usefulness if the traffic is 95% people asking to be listed. That could 
be a separate email address to the maintainer(s), could it not?
