I wrote a wraparound installer in NSIS for community distributors that makes use of existing installers and puts in the required disclaimer.
I figure not everybody is an installer developer (I wasn't), so you essentially only have to change a few things, like the directory names (you have to test install things on a machine first to see where they go of course), the executable names, and the titles where there's a version number like 2.21 so just change it to the version number that matches your version. and if you can figure out how to make a self-extracting executable for all the extras (I wish someone would), there's a button for that, too. no need to create bitmaps for pages or nothing like that. it's all text based.
