Hi Anthony,

It sounds like you downloaded the ISO image.  If this is the case then copying 
it to a cd won't  work as windows simply recognises it as an iso image file.

I don't know what CD burning software you're using but somewhere in the menus 
there should be a "Burn image" option.  Select that then navigate to the 
OOo2.3.iso file or whatever it's called and go.  
Burning the image to a cd  rather than "Copying" should do the job.  :)
