Yes Jeff, that is perfectly legal. The software is licensed under the LGPL (Limited (or Library) General Public License). This permits selling the software, even re-branding it. $10 seems quite a reasonable figure, given that the owner of the shop would have had to download the software (or possibly a DVD image of around 2.5 GB), then either burn it to a CD or DVD, or perhaps have it professionally pressed. When you take all that into consideration, he may be only just covering costs and not making any real profit.
