Downloading it on another computer would be possible, though I doubt it

download the Win x86 wJRE 3.2.1 file. For now, I'll download the ISO and
hopefully that will let me get it all.
The problem is your anti-spyware/AV, there is nothing of the sort in OOo.
False positives is a constant problem with those sort of programmes
Switch them off and make sure your firewall is switched on and there will be
no problem.
